I have a bill of sale but could not get new plates without a title because old plates were for her dead husband. He had no will and she was to destitute to go through probate. Officials said 2 yrs ago that we had to find and settle with all kids from >3 marriages over his lifetime. That’s impossible. How do I get unstuck!
